2. The following provisions of the Police Reform Act 2002 shall come into force on 15th November 2003—
(a)section 24 (consultation on regulations) to the extent not already in force;
(b)section 87 (police members of NCS) to the extent not already in force;
(c)section 91 (supplementary provisions about police membership of NCS) to the extent not already in force; and
(d)paragraph 1(2)(a) of Schedule 4.
