In exercise of the powers conferred upon him by the definition of “registered health care professional” in section 11(2) of the Road Traffic Act 19881 and section 38(2A) of the Transport and Works Act 19922 and by the definition of “health care professional” in section 31(9A) of the Transport and Works Act 19923, the Secretary of State hereby makes the following Order:
