3. This Order applies to the whole of the Borough of Dacorum except—
(a)the entire length of the A5 within the borough;
(b)the entire length of the A41, and its on and off slip roads, within the borough;
(c)the entire length of the M1, and its on and off slip roads, within the borough; and
(d)the entire length of the M25, and its on and off slip roads, within the borough.
