The Commissioners of Inland Revenue, in exercise of the powers conferred upon them by sections 5(1)(a) and (b) and 167(1) of the Social Security Administration (Northern Ireland) Act 19921, and Articles 2(2), 10(1) and 11(3) of the Social Security (Northern Ireland) Order 19982, and now vested in them3, and of all other powers enabling them in that behalf, hereby make the following Regulations:
