The Secretary of State, being a Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to the interruption or reduction in part or completely, of economic relations with one or more countries which are not Member States, in exercise of powers conferred on him by that section, hereby makes the following Regulations:
1. These Regulations may be cited as The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) (Revocation) Regulations 2002 and shall come into force on 7th March 2002.
2. The following Regulations are hereby revoked:
(a)The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) Regulations 1998(3).
(b)The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) (Amendment) Regulations 1999(4).

These Regulations revoke the Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) Regulations 1998 and The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) (Amendment) Regulations 1999 as they are now superfluous.
The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) Regulations 1998 and The Federal Republic of Yugoslavia (Supply and Sale of Equipment) (Penalties and Licences) (Amendment) Regulations 1999 made provision for national enforcement measures and penalties for the infringement of Council Regulation (EC) No 926/98 (OJ No. L 130, 1.5.1998, p.1.) which prohibited the sale or supply to the Federal Republic of Yugoslavia of specified equipment which may be used for internal repression or terrorism.
Council Regulation (EC) No 2156/2001 of 5 November 2001 (OJ No. L 289, of 6.11.2001, p.5) lifted the prohibition on the sale or supply to the Federal Republic of Yugoslavia of equipment which might be used for internal repression or terrorism and repealed Council Regulation (EC) No 926/98.
