The Treasury, being a government department designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to (i) measures relating to the interruption or reduction, in part or completely, of economic relations with one or more countries which are not Member States, and (ii) measures relating to the movement of capital and to payments, between Member States and between Member States and countries which are not Member States, in exercise of the powers conferred on them by that section, hereby make the following Regulations:
1. These Regulations may be cited as the Zimbabwe (Freezing of Funds, other Financial Assets or Economic Resources) (Amendment) Regulations 2002 and shall come into force on 31st October 2002.
2. At the end of the definition of “the EC Regulation” in Regulation 1(2) of the Zimbabwe (Freezing of Funds, other Financial Assets or Economic Resources) Regulations 2002(3), there is added
“, as amended by—
Commission Regulation (EC) No. 1224/2002 of 8th July 2002 amending for the first time Council Regulation (EC) No. 310/2002 concerning certain restrictive measures in respect of Zimbabwe(4); and
Commission Regulation No. 1643/2002 of 13th September 2002 amending, for the third time, Council Regulation (EC) No. 310/2002 concerning certain restrictive measures in respect of Zimbabwe(5)”

Council Regulation (EC) No. 310/2002 of 18th February 2002 imposes a freeze on the funds and other financial assets or economic resources belonging to certain individual members of the Government of Zimbabwe and persons associated with them. These persons are listed in Annex I to that Regulation. Commission Regulation (EC) No. 1224/2002 of 8th July 2002 amended Annex III to the Council Regulation; Commission Regulation (EC) No. 1643/2002 of 13th September 2002 further amended the Council Regulation by substituting a new, and much longer, version of Annex I in place of a revised version of that Annex which had been substituted in July 2002.
The Zimbabwe (Freezing of Funds, other Financial Assets or Economic Resources) Regulations 2002 provide that breaches of certain provisions of Council Regulation 310/2002, and certain other acts and omissions, are to be criminal offences. The present Regulations amend those Regulations so that they refer to Council Regulation 310/2002 as amended by Commission Regulations 1224/2002 and 1643/2002.
