The Secretary of State, in exercise of the powers conferred upon him by paragraph 4(1) of Schedule 10 to the Local Government and Housing Act 1989(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1989 c. 42; see the definition of “prescribed” in section 45(1) of the Housing Act 1988 (c. 50), which has effect by virtue of paragraph 2(2) of Schedule 10 to the 1989 Act. The Secretary of State can exercise the power under this paragraph only in relation to England: see article 2 of, and Schedule 1 to, the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672).
