The Secretary of State for Environment, Food and Rural Affairs, in exercise of the powers conferred upon her by sections 94(1) and (3) and 95(1), (2) and (5) of the Countryside and Rights of Way Act 2000(1), and of all other powers enabling her in that behalf, having regard to the desirability of maintaining a reasonable balance between the number of members of any local access forum appointed in accordance with paragraph (a) and in accordance with paragraph (b) of section 95(2) of that Act, hereby makes the following Regulations:
