The Secretary of State for Transport, Local Government and the Regions, being a Minister designated1 for the purposes of subsection (2) of section 2 of the European Communities Act 19722 in relation to measures relating to the railways and railway transport, in exercise of the powers conferred on him by that subsection and in exercise of the powers conferred by section 247 of the Transport Act 20003 hereby makes the following Regulations:—
