The Secretary of State for Transport, Local Government and the Regions, in exercise of the powers conferred upon him by section 42A(3)(c) of the Local Government Finance Act 1988(1), and of all other powers enabling him in that behalf, hereby makes the following Order:—

1988 c. 41. Section 42A was inserted by paragraph 1 of Schedule 1 to the Local Government and Rating Act 1997 (c. 29).
