In exercise of the powers conferred on the Secretary of State by sections 79C and 104(4) of the Children Act 1989(1) the Secretary of State for Education and Employment, having consulted Her Majesty’s Chief Inspector of Schools in England and such other persons as he considered appropriate, hereby makes the following Regulations:

1989 c. 41; section 79C was inserted by section 79 of the Care Standards Act 2000 (c. 14).
