The Secretary of State for Education and Employment in exercise of the powers conferred by paragraph 4 of Schedule 9A to the Children Act 1989(1), and all other powers enabling him in that behalf, hereby makes the following Regulations:

1989 c. 41; Schedule 9A was inserted into the Children Act 1989 by Schedule 3 to the Care Standards Act 2000 (c. 14). For the meaning of “prescribed” see section 105(1) of the 1989 Act and for the meaning of “regulations” see section 79B(7) of that Act (inserted by section 79 of the Care Standards Act 2000).
