Transfers of votes
15. Whenever any transfer is made each set of votes transferred shall be added to the votes, if any, previously credited to the candidate to whom the transfer is made, and that candidate shall be credited with a number of votes equal to the combined value of the votes thus transferred. Non-transferable forms shall be set aside separately, together with any other forms already found to be non-transferable.
