The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 175(1A) of the Local Government Act 1972(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1.—(1) These Regulations may be cited as the Local Authorities (Members' Allowances) (Amendment) (England) Regulations 2000 and shall come into force on 1st April 2000.
(2) These Regulations apply to local authorities and other bodies in England only.
2.—(1) Regulation 17 (allowance in respect of conferences and meetings) of the Local Authorities (Members' Allowances) Regulations 1991(2) is amended, in paragraph (2), by the substitution for “£29.48” of “ £30.39”.
(2) The amendment made by paragraph (1) applies in relation to attendance at a conference or meeting on or after 1st April 2000.
3. The Local Authorities (Members' Allowances) (Amendment) Regulations 1999 are revoked insofar as they relate to local authorities and other bodies in England.

These Regulations further amend the Local Authorities (Members' Allowances) Regulations 1991. They apply only in relation to local authorities and other bodies in England.
Regulation 2(1) increases, from £29.48 to £30.39, the maximum which may be paid to parish and community councillors and to non-elected members of local authorities by way of allowance under section 175(1A) (allowances for attending conferences and meetings) of the Local Government Act 1972.
Regulation 2(2) provides for the increase to have effect in relation to attendances at conferences and meetings on or after 1st April 2000.
Regulation 3 revokes the Local Authorities (Members' Allowances) (Amendment) Regulations 1999 insofar as they relate to local authorities and other bodies in England.
1972 c. 70. Section 175(1A) is inserted by paragraph 27 of Schedule 11 to the Local Government and Housing Act 1989 (c. 42). The exercise, in relation to local authorities in Wales, of the powers conferred by section 175(1A) of the Local Government Act 1972 is transferred to the Welsh Assembly under the National Assembly for Wales (Transfer of Functions) Order 1999 (S.I. 1999/672), Schedule 1.
