1.—(1) This Order may be cited as the Private Hire Vehicles (London) Act 1998 (Commencement No. 1) Order 2000.

(2) In this Order “the Act” means the Private Hire Vehicles (London) Act 1998.

Explanatory Note

(This note is not part of the Order)

This Order brings into force the provisions of the Private Hire Vehicles (London) Act 1998 specified in articles 2 and 3. These provisions have effect only in relation to the licensing of private hire vehicle operators in London.

With effect from 22nd January 2001 article 2 enables applications to be made for a private hire vehicle operator’s licence for London (“London PHV operator’s licence”) and makes provision for the associated licensing regime. By virtue of the Greater London Authority Act 1999 (Commencement No. 8 and Consequential Provisions) Order 2000 (S.I. 2000/3145 (C. 100)) the licensing authority is Transport for London.

With effect from 22nd October 2001 article 3 introduces several offences and in particular makes it an offence in London to make provision for the invitation or acceptance of, or accept, private hire bookings without holding a London PHV operator’s licence.
