(This note is not part of the Order)

This Order brings into force the provisions of the Private Hire Vehicles (London) Act 1998 specified in articles 2 and 3. These provisions have effect only in relation to the licensing of private hire vehicle operators in London.

With effect from 22nd January 2001 article 2 enables applications to be made for a private hire vehicle operator’s licence for London (“London PHV operator’s licence”) and makes provision for the associated licensing regime. By virtue of the Greater London Authority Act 1999 (Commencement No. 8 and Consequential Provisions) Order 2000 (S.I.2000/3145 (C. 100)) the licensing authority is Transport for London.

With effect from 22nd October 2001 article 3 introduces several offences and in particular makes it an offence in London to make provision for the invitation or acceptance of, or accept, private hire bookings without holding a London PHV operator’s licence.
