The Secretary of State for Health, in exercise of the powers conferred upon him by section 11(1) and (2) of the National Health Service and Community Care Act 1990(1), and of all other powers enabling him in that behalf, hereby makes the following Order:

1990 c. 19. Section 11 was amended by the Health Act 1999 (c. 8), section 13(6).
