These Regulations amend the Road Transport (Passenger Vehicles Cabotage) Regulations 1999 (“the principal Regulations”) which implement in Great Britain Council Regulation (EC) No. 12/98 of 11 December 1997 (“the EC Regulation”). The EC Regulation lays down the conditions under which road passenger transport carriers of Member States may operate cabotage transport operations.
The effect of the amendment to the principal Regulations is to rectify the omission to appoint the Secretary of State as the competent authority in Great Britain to impose administrative penalties on carriers who are not established in the United Kingdom.
