The Secretary of State for Health in exercise of the powers conferred upon him by section 63(3) of the Children Act 1989(1) and all other powers enabling him in that behalf hereby makes the following Regulations:
1989 c. 41. The power is exercisable by the Secretary of State in relation to England. Its exercise in relation to Wales has been transferred to the National Assembly for Wales by article 2 of the National Assembly for Wales (Transfer of Functions) Order 1999, S.I. 1999/672.
