The Secretary of State, in exercise of the powers conferred on him by sections 1(1)(a) and 17(2) of the Energy Act 1976(1), there being in force an Order in Council(2) under section 3 of that Act, and it appearing to him that the making of the Order is desirable for the purpose of conserving energy, hereby makes the following Order—
