The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by sections 6, 6A, 7(3)(b) and (c) and (4), and 10 of the Transport and Works Act 1992(1) and of all other powers enabling him in that behalf and, in so far as these Rules relate to Wales, with the agreement of the National Assembly for Wales(2), hereby makes the following Rules:—
