The Secretary of State, in exercise of the powers conferred on him by section 27(2)(a) of the Local Government Act 1999(1) and all other powers enabling him in that behalf, hereby makes the following Order:—
1. This Order may be cited as the Local Government Act 1999 (Commencement No. 3) (England) Order 2000.
2. Sections 1(1)(f), (i), (j), 1(2)(d), 1(4)(c) and 2(4) of the Local Government Act 1999 shall come into force on 3rd July 2000.

This Order brings into force on 3rd July 2000, those provisions in Part I of the Local Government Act 1999 (Best Value) which are not already in force(2)(3). These are the provisions which make the Greater London Authority (GLA) and its functional bodies best value authorities for the purposes of that Part. The GLA’s functional bodies are the London Fire and Emergency Planning Authority, Transport for London, the London Development Agency and the Metropolitan Police Authority.
For commencement of the provision of Part I of the Act in relation to England and Wales (in relation to Wales, the whole of sections 1(1)(d), (e), 4(a) and (b), 14, 17, 24(2) and (3) and all the other provisions in the Act but only insofar as those provisions relate to an authority falling within section 1(1)(d) or (e) of the Act), see the Local Government Act 1999 (Commencement No. 1) Order 1999, S.I. 1999/2169.
For commencement of the provisions of Part I of the Act in Wales, other than those relating to authorities falling within section 1(1)(d) or (e) of the Act, see the Local Government Act 1999 (Commencement) (Wales) Order 1999, Welsh S.I. No. 2815/1999 (C. 70) (W. 16).
