The Secretary of State for Wales, in exercise of the powers conferred on him by sections 132(4) and 133(3) of the Housing Grants, Construction and Regeneration Act 1996(1) as extended by section 26(3) of the Welsh Language Act 1993(2) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
