The Secretary of State, in exercise of the powers conferred on him by sections 6(1), 7(4), 8(5), (6)(b) and (7) and 16(2) of the Road Traffic (NHS Charges) Act 1999(1) and of all other powers enabling him in that behalf, and after consultation with the Scottish Committee of the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992(2), hereby makes the following Regulations:
