20. The functions of the Secretary of State under the Electricity and Pipe-line Works (Assessment of Environmental Effects) Regulations 1990(1) so far as relating to pipe-lines which begin and end in Scotland shall be treated as exercisable in or as regards Scotland and may be exercised separately.
