2. The Cattle Identification Regulations 1998(1) are amended by substituting the following for regulation 29(2)–
“(2) For the purposes of Article 7.3 of the Council Regulation(2) (supply of information concerning cattle) the competent authority is the local authority or–
(a)in England, the Minister of Agriculture, Fisheries and Food;
(b)in Scotland, the Secretary of State for Scotland;
(c)in Wales–
(i)until 1st July 1999, the Secretary of State for Wales;
(ii)on or after 1st July 1999, the National Assembly for Wales.
(2A) The competent authority referred to the second time in Article 7.4 of the Council Regulation (keeping a register of cattle) is the local authority or–
(a)in England, the Minister of Agriculture, Fisheries and Food;
(b)in Scotland, the Secretary of State for Scotland;
(c)in Wales–
(i)until 1st July 1999, the Secretary of State for Wales;
(ii)on or after 1st July 1999, the National Assembly for Wales.”.
“the Council Regulation” is defined in regulation 2(1) of the Cattle Identification Regulations 1998 as Council Regulation (EC) No. 820/97 (establishing a system for the identification and registration of bovine animals and regarding the labelling of beef and beef products (OJ No. L117, 7.5.97, p. 1)).
