Whereas it appears to the Secretary of State for Wales that the persons referred to in Part I of the Schedule to this Order are persons exercising functions of a public nature;
And whereas it appears to him that the persons referred to in Part II of the Schedule to this Order are persons all or substatially all of whose activities are conducted under an agreement, or in accordance with arrangements, made with a public body within paragraphs (a) to (o)(i) of section 6(1) of the Welsh Language Act 1993(1) or a person acting as servant or agent of the Crown;
Now therefore, the Secretary of State for Wales, in exercise of the powers conferred on him by section 6(1) of the Welsh Language Act 1993, and of all other powers enabling him in that behalf, hereby makes the following Order:
