The Secretary of State, in exercise of the powers conferred on him by section 193(4) and (5) of the Housing (Scotland) Act 1987(1) and of all other powers enabling him in that behalf–
after consultation with such associations of local authorities as appear to him to be concerned;
since it appears to him that after the aggregate amount mentioned in section 191(2)(a) of that Act was estimated for the year 1997-98 the eligible expenditure of local authorities for that year has been substantially increased by means of changes which have taken place in the level of the matters specified in section 191(3)(b) of that Act, and that inadequate account was taken of those changes when that aggregate amount was estimated; and
with the consent of the Treasury,
hereby makes the following Order, a draft of which has been approved by the House of Commons:
