In exercise of the powers conferred on the Secretary of State by sections 244(2), 245, 246(1) and (2), 247(2) and (6), 257 and 569(4) and (5) of the Education Act 1996(1) the Secretary of State for Education and Employment hereby makes the following Regulations:

1996 c. 56. Sections 244 to 258 apply to grant-maintained special schools and their governing bodies by virtue of regulation 23 of the Education (Grant-maintained Special Schools) Regulations 1994, S.I. 1994/653, as substituted by regulation 11 of the Education (Grant-main tained Special Schools) (Amendment) Regulations 1994, S.I. 1994/1231 and read with paragraph 1(4) of Schedule 39 to the 1996 Act. For the meaning of “regulations” see section 579(1) of the 1996 Act.
