The Lord Advocate, in exercise of the powers conferred on him by sections 108(6), 114 and 146 of the Housing Grants, Construction and Regeneration Act 1996(1) and of all other powers enabling him in that behalf, having consulted such persons as he thinks fit, hereby makes the following Regulations, a draft of which has been laid before and has been approved by resolution of each House of Parliament:
