The Secretary of State for Health, in exercise of the powers conferred on him by section 51A(3) and (5) of the Adoption Act 1976(1) and of all other powers enabling him in that behalf, hereby makes the following Rules:—

1976 c. 36. Section 51A was inserted by section 88(1) of, and paragraph 21 of Schedule 10 to, the Children Act 1989 (c. 41). See sections 51A(13)(c) and 72(1) for definitions of “prescribed”.
