The Secretary of State for the Environment, Transport and the Regions as respects England, the Secretary of State for Wales as respects Wales and the Secretary of State for Scotland as respects Scotland, in exercise of powers conferred by section 2 of the Control of Pollution (Amendment) Act 1989(1), hereby make the following Regulations:

1989 c. 14; section 2 was amended by paragraph 37(2) of Schedule 22 to the Environment Act 1995 (c. 25). See the definition of “prescribed” in section 9(1).
