Exemption of supervision of parking
2. The supervision of parking(1) by the Council of the Borough of Hastings (“Hastings”) and the Council of the Borough of Luton (“Luton”) shall not be treated as a defined activity so long as it is carried out–
(a)by Hastings within the borough of Hastings and during the period beginning with 10th May 1999 and ending immediately before 1st November 2000;
(b)by Luton within the borough of Luton and during the period beginning with 19th January 1999 and ending immediately before 19th January 2001.
