The Secretary of State for the Environment, Transport and the Regions, and the Secretary of State for Wales, acting jointly in exercise of the powers conferred by section 1(5) and (6) of the Local Authorities (Goods and Services) Act 1970(1), hereby make the following Order:

Citation and commencment

1.  This Order may be cited as the Local Authorities (Goods and Services) (Public Bodies) Order 1998 and shall come into force on 10th March 1998.

Designation of public bodies

2.  Each of the following, being a person appearing to the Secretary of State for the Environment, Transport and the Regions and to the Secretary of State for Wales to be exercising functions of a public nature, shall be a public body for the purposes of the Local Authorities (Goods and Services) Act 1970 in its application to England and Wales—

  • Bedford (Cauldwell and Kingsbrook) Regeneration Partnership

  • Bedford (Queens Park) Partnership Limited

  • Dewsbury Partnership Limited

  • Into Work (Sunderland) Limited

  • Ryedale Energy Conservation Group Limited.

Restriction on agreements

3.—(1) The restriction in paragraph (2) below shall not apply in relation to Ryedale Energy Conservation Group Limited.

(2) Agreements which may be entered into by a body by virtue of this Order shall be restricted to agreements with a local authority for the provision of administrative, professional or technical services by that authority to that body, in connection with financial or other assistance given or to be given to that body by any person for the purposes of the regeneration of any part of that authority’s area.

Explanatory Note

(This note is not part of the Order)

Article 2 of this Order designates five limited companies as public bodies under the Local Authorities (Goods and Services) Act 1970.

The effect of the designation is to allow a local authority to provide goods and the services to the designated bodies. By virtue of Article 3, in relation to four of those bodies an authority may only do so provided that the provision is in connection with financial or other assistance to that body by any person for the purposes of the regeneration of any part of that authority’s area.
