The Secretary of State, in exercise of the powers conferred on him by sections 140(4) and 143(1) and (2) of, and paragraphs 4 and 6 of Schedule 8 to, the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1988 c. 41. Sections 140 and 143 were amended by paragraphs 69 and 72 of Schedule 5 to the Local Government and Housing Act 1999 (c. 42, “the 1989 Act”), and paragraphs 4 and 6 of Schedule 8 were amended by paragraph 42 of Schedule 5 to the 1989 Act and by paragraph 6 of Schedule 10 and paragraph 86 of Schedule 13 to the Local Government Finance Act 1992 (c. 14).
