The Secretary of State for the Environment, Transport and the Regions, in exercise of the powers conferred on him by section 42A(3)(c) of the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Order:

1988 c. 41. Section 42A is inserted by paragraph 1 of Schedule 1 to the Local Government and Rating Act 1997 (c. 29).
