Explanatory Note

The Education (National Curriculum) (Attainment Targets and Programmes of Study in Welsh) Order 1995 gives effect to the Document published in January 1995 by Her Majesty’s Stationery Office entitled “Welsh in the National Curriculum” (ISBN 0117018155). So far as the requirements relating to the fourth key stage are concerned, the Order comes into force, in the case of pupils at schools which are not Welsh-speaking schools, on 1st August 1999 in respect of pupils in the first year of that key stage, and on 1st August 2000 in respect of all other pupils in that key stage—see article 5(1). However, article 5(1) does not apply in relation to pupils in the fourth key stage at the ten schools listed in Schedule 5 (all of which are non-Welsh-speaking schools)—see article 5(2).

The present Order provides that article 5(2) and Schedule 5 shall be omitted. Accordingly, the 1995 Order will come into force in relation to pupils in the fourth key stage at those ten schools on the same dates as it comes into force in relation to pupils in the fourth key stage at other non-Welsh-speaking schools in accordance with article 5(1).
