These Regulations further amend the National Health Service (Charges to Overseas Visitors) (Scotland) Regulations 1989 to provide that an overseas visitor pursuing a full time course of study is exempt from charges for NHS Services. The previous qualification that industrial or analogous experience formed an integral part of the course is removed.
The Regulations also remove Hong Kong from the list of countries in respect of which the United Kingdom Government has entered into a reciprocal agreement.
