The Secretary of State, in exercise of the powers conferred by section 73(11) and (12) of the Road Traffic Act 1991(1) and of all other enabling powers and after consultation with the Council on Tribunals and its Scottish Committee in accordance with the requirements of section 8 of the Tribunals and Inquiries Act 1992(2) hereby makes the following Regulations:

1991 c. 40. “Prescribed” is defined in section 82(1).
