The Secretary of State for Education and Employment, in exercise of the powers conferred on the Secretary of State by sections 50 and 89(4) of the Further and Higher Education Act 1992(1) and by sections 541, 569(4) and 579(1)(2) of the Education Act 1996(3) hereby makes the following Regulations:
