The Secretary of State, in exercise of the powers conferred on him by sections 37(1)(b), 38(1) and 143(1)(a) and (b) of the Roads (Scotland) Act 1984(1) and of all other powers enabling him in that behalf, and having consulted such representative organisations as he thought fit in accordance with sections 37(6) and 38(2) of that Act, hereby makes the following Regulations:
