Packaging
3.—(1) Subject to regulations 4 and 5, these Regulations apply to any packaging.
(2) Nothing in these Regulations with regard to packaging shall affect the application of existing quality requirements for packaging, including those regarding safety, the protection of health and hygiene of the packed products, existing transport requirements or the provisions of Council Directive 91/689/EEC on hazardous waste(1).
