Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Recreational Craft Regulations 1996 (S.I. 1996/1353) (“the principal Regulations”).

Regulations 15 to 22 of and Schedule 15 to the principal Regulations relate to the enforcement of those Regulations. In that connection, in regulation 15(1), the enforcement authorities are stated to be “in Great Britain, weights and measures authorities” and “in Northern Ireland, the Department of Economic Development”. However, for the purposes of enforcement of the principal Regulations in Northern Ireland, the principal Regulations should have provided for enforcement by “every district council” rather than the Department of Economic Development. The relevant amendment is made by these Regulations.
