The Secretary of State for Transport, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred by section 65(3A) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling them in that behalf, after consultation with representative organisations in accordance with section 134(2) of that Act, hereby make the following Regulations:

1984 c. 27; section 65(3A) was inserted by the Local Government and Housing Act 1989 (c. 42), section 153(1).
