Whereas the Secretary of State has, in pursuance of subsection (4) of section 306 of the Merchant Shipping Act 1995(1), consulted with the organisations referred to in that subsection;
Now therefore, the Secretary of State, in exercise of the powers conferred by section 47 of the Merchant Shipping Act 1995 and of all other powers enabling him in that behalf, hereby makes the following Regulations.
