The Secretary of State, in exercise of the powers conferred on him by sections 20 and 190(1) of the Local Government and Housing Act 1989(1), hereby makes the following Regulations:

1989 c. 42. Section 21 (which contains the definition of “local authority” applicable in relation to section 20) was amended by paragraph 29 of Schedule 6 in the Police Act 1997 (c. 50).
