Explanatory Note

(This note is not part of the Regulations)

These Regulations replace with some changes the Education (Individual Pupils’ Achievements) (Information) (Wales) Regulations 1996, which are revoked.

Apart from drafting and other minor changes, changes from the earlier Regulations reflect changes in the assessment arrangements for key stage 3 introduced last year by the Education (National Curriculum) (Key Stage 3 Assessment Arrangements) (Wales) Order 1996 which require teacher assessment at key stage 3 to be carried out in respect of all foundation subjects, not just in English, Welsh, mathematics and science as previously.

These changes in the key stage 3 assessment arrangements have been reflected in revisions and additions to regulation 6(2) and (6), Schedule 1, paragraph 3 and Schedule 2, paragraph 3. Consequential amendments have been made to the definitions of “levels”, “relevant subjects” and “teacher assessment”, and definitions of “attainment target” and “result” have been added—see regulation 2(1).
