Explanatory Note

(This note is not part of the Order)

Article 2 of this Order brings into force, for energy conservation authorities whose areas are in England or Wales, the Energy Conservation Act 1996 as follows—

  • on 14th January 1997 for the purposes of sections 3(1) and 4(1)-(2) of the Home Energy Conservation Act 1995 (power of the Secretary of State to give directions and guidance), and

  • on 1st April 1997 for all other purposes.

Article 3 of the Order amends the Home Energy Conservation Act 1995 for England and Wales to enable an energy conservation authority to prepare a separate report on houses in multiple occupation and house-boats.
