Commencement
2. The Energy Conservation Act 1996 as respects energy conservation authorities whose areas are in England or Wales shall come into force—
(a)on 14th January 1997 for the purposes of sections 3(1) and 4(1) and (2) of the Home Energy Conservation Act 1995(1) (power of Secretary of State to give directions and guidance); and
(b)on 1st April 1997 for all other purposes.
