The Secretary of State, in exercise of the powers conferred by sections 10, 22(1)(d) and (dd) and (1B) and 57(1), (2) and (3) of the Vehicle Excise and Registration Act 1994(1), and of all powers enabling him in that behalf, hereby makes the following Regulations:—

1994 c. 22. Section 22(1)(dd) and section 22(1B) were inserted by the Finance Act 1995 (c. 4), Schedule 4, paragraph 34(2) and (3); section 22(1)(d) and (dd) was amended by the Finance Act 1996 (c. 8), Schedule 2, paragraph 4(2) and (3).
